Im a Server in Florida. Most places Ive worked the approx. 3% we tip-out daily went to those who helped?

us with our tables. i.e. Bartenders, Bussers, and Food Runners. Where I currently work, I must give up 3% of my daily sales but here's the kicker.. we have NO Bussers, OR Food Runners. We do BOTH ourselves. We only have the Bartender. The OTHER kicker is that out of the $10-$20 that each of the 5-8 servers tip out each night (Approx. $100 a night from the serving staff collectively, $500-800 weekly.) the 2 bartenders get only $30 A WEEK from us. (With that being said, I will also note each of our alcohol sales is VERY low, about 3 drinks a night per server. NOT NEARLY enough to warrant a 3% tip-out (The bartenders make much more money than us, as our bar is far more busy that the restaurant.) Obviously, Management is keeping a giant portion of our tip outs illegally. But, thats not my question.. the question is, Is it illegal for us to tip out 3% while we have no food runners, or bussers. Let me also add, that we have a hostess for about 3 hours a night.. and apparently SOMETIMES (about once a month) she also receives a weekly tip out from us in almost the same amount all while making full hourly pay. There are so many things wrong and we are being so screwed in this scenario, I know. I need someone, anyone with any legal know-how to tell me how wrong this is, and what my next step should be. Ive only worked here almost 2 months now, so a lawsuit wouldnt score me much stolen money. Thanks in advance!
