How do I unlock my steering wheel and get the key to turn to start my van? Problem has to do with anti-theft.?

Key would not even turn. I tried turning wheel and it locked and I still cant turn the key. Also the bell is dinging but if I put wheel way up, the dinging bell stops. I have a remote lock/unlock gadget. I was trying to see if I could shut down the alarm system when this happened, but only per the remote. 1999 Ford Windstar. Van still has power.Thanks for any help anyone can give.
