92 Hyndai Accent power issues?

My friend bought a piece of crap that has had a lot of things go wrong with it. The more recent problem is that the car has no power running through the car what so ever. I checked the cables from the terminals with a voltage meter and it came back as 12.38 volts. The battery has a charge and we tried jumping it a few different times and tried to let it charge, but nothing happened. I checked all the fuses under the hood and in the car, all were fine. The alternator was just recently replaced because it went bad. What could stop a charge from a battery to not power the interior of the car or turn it on? The hazards still work along with the horn, but nothing else not lights no ding when the door opens nothing.
